DesignSilc

E-government software development company

DesignSilc is a global e-government software development company with teams in Dhaka, Austin and the UK, serving clients in 38+ countries. We build e-service portals, digital application and approval systems, citizen mobile apps and MIS dashboards for public sector bodies, donor-funded programmes, municipalities and the organisations that serve them. Since 2015 our team of 70+ developers has delivered 1,000+ projects, and we apply the same engineering discipline to public services: multilingual Unicode interfaces, clear forms that work on low-end Android phones, role-based access and audit trails for every decision.

Public services have to work for everyone, from a rural office with patchy internet to a citizen applying on a basic smartphone. We design for that reality with lightweight pages, SMS notifications, offline-tolerant field apps and layouts built to support WCAG accessibility and GDPR-style data protection. Projects can start with a single service as a pilot and grow into a wider platform in phases, with documentation and handover your IT team can maintain. Every platform now includes AI that supports officers: it reads documents, summarises files and flags delays, while every decision stays with the responsible official and is recorded in the audit trail.

Mobile apps for public services

Most citizens reach online services through their phones, so we build lightweight Flutter or native apps that run well on entry-level devices and slow networks. Apps support multi-language interfaces, including English, Arabic and Bangla, with proper Unicode and right-to-left rendering, large tap targets and simple language. Field staff apps work offline, store data securely on the device and sync later. Citizen apps cover applications, status tracking, appointment booking, SMS or push alerts and fee payment where the service allows it.

FAQ

Frequently asked questions

Can DesignSilc build a multilingual e-service portal?

Yes. DesignSilc builds e-service portals with full local-language interfaces using standard Unicode, such as Arabic, Bangla or French, alongside English. Forms, notifications, PDFs and certificates all render correctly, including right-to-left scripts, and search works on local-language text. Citizens can switch language at any time, and administrators manage content in every language from one dashboard.

How much does an e-government software project cost?

It depends on the number of services, workflow steps, integrations and user roles. DesignSilc gives public sector clients in the USA, UK, Middle East, Africa and Bangladesh a fixed quote after a free discovery call where we map the service and its approval flow. Many projects start as a pilot covering one service, then grow in phases, which keeps the first budget small and lets you prove results before scaling.

How long does it take to digitise a government service?

A single online application and approval workflow typically takes 8 to 14 weeks for a first release, including design, development, testing and staff training. Larger portals with many services, payment and SMS integrations are delivered in phases. DesignSilc agrees milestones with you up front so each phase goes live and is used before the next begins.

How do you keep citizen data secure?

DesignSilc applies role-based access so officers only see what their desk needs, encrypts data in transit and at rest, keeps a full audit log of every view and action, and supports hosting on servers you control, including in-country government data centres. Systems are built to support GDPR-style data protection requirements, and we run security testing before launch and document backup and recovery procedures.

Will the system be accessible to people with disabilities?

Yes. DesignSilc designs public service software to WCAG web accessibility guidelines: readable contrast, scalable text, keyboard navigation, screen-reader labels and plain language. We also test on low-end Android phones, because accessibility means working for citizens with older devices and slow mobile data too.

What AI features does DesignSilc e-government software include?

Our public sector systems include document OCR that reads IDs, deeds and certificates and checks them against the service checklist, record mismatch alerts for the officer to resolve, file and note summaries, drafting of official notes, letters and hearing orders, deadline breach prediction for each desk, grievance triage and routing, and a citizen help assistant in multiple languages. The AI recommends and prepares; it never approves an application or issues a certificate. Officers review each suggestion, decide and sign, and the system records who did what.

Can approved AI assistants such as Claude or ChatGPT connect to the system?

Yes, through a built-in MCP server. Claude, ChatGPT, Cursor or an agent your department develops can search applications, check deadline breaches or read file summaries using defined tools. Access follows the same role-based rules as the portal, so an assistant only sees records its user is cleared for. Anything that changes data, such as a note, return notice or bulk SMS, is saved as a draft for an officer to approve. Every call is written to the audit log, and the platform can run with a private, on-premise AI model where data must stay in-country.
